A PERSON VICTOR HAS MET

Karen Loquet

Former LA County CIO, Mentor & Community Leader

Having transformed LA County from within, Karen Loquet is truly a trailblazer. As a longtime technology leader and former Chief Information Officer for the County’s Auditor-Controller’s Office, she has steered some of the largest public-sector systems in the nation with integrity and vision. But her legacy reaches far beyond her titles.

In founding Women in Tech for Los Angeles County, Karen created a groundbreaking platform that empowered women across one of the largest workforces in the country. She built a community where women could learn, lead, and see themselves reflected in the future of public-sector technology.

Through her work championing the women of LA’s future, Karen embodies the resilient spirit of the county she calls home. Her work with EmpowHer Institute aligns with her long-standing commitment to supporting female leadership in technology and government, and her work with the Council of African American Parents (CAAP) demonstrates her commitment to the next generation of public-sector talent, particularly women and underrepresented staff. Karen’s contributions to this county have shaped the lives of millions of Angelenos.

In this portrait, I honor her not only as a leader, but as a catalyst: a woman who made space for others, who expanded what was possible, and whose impact continues to ripple through Los Angeles.
